If a society has a source of a natural resource it will be fairly cheap for the communities near it. But if society doesn't have natural resources readily available it has to be bought. If it is fairly poor society it won't be able to import the resource. For example instead of using a gasoline powered vehicle, a horse pulled buggy would be used.

The use of natural resources cannot have an impact on sustainability if used responsibally. Presentally many natural resources are being abused but none like oil. The use of oil has had a great impact on it's sustainability. A natural resources sustainability is ability to be constantly available. Resources can only be made at a certain rate but if they are used at a faster rate the resources is no longer sustainable. Sooner or later the resource will dwindle. This is a very real problem with oil, with the USA leading the all other nations at burning oil, it is being burned at a much higher rate than it is made. So fast that people are proposing that it will run out in about two generations time.

Natural resources do not only power transportation but they also provide the base of industry. Without natural resources industrious factories would not be able to be powered. Every society even farming communities need factories in the area. Factories provide more jobs and that means more money the area has. Schools are better with factories because of the huge school taxes they pay. Parents are attracted to areas with a great a school district and if they move they would most likely work at a factory.

But if there wasn't any factory being powered by a resource there tends to be many different smalls businesses which needs a lot of workers. Single housing developments wouldn't be sufficient for the multitude of people. Apartment buildings are the usual answer for the dilemma, but a one problem with that a housing tax is not paid for every tenant. The tax is paid by the owner of the building, who usually run the board that decides the rate, and doesn't pay much. The school district won't be attractive at all but instead be looked as a punishment to go to.
